What distinguishes the Arsenal | Gunnery trees from the Firebug | Assault Specialist trees?
The Arsenal and Gunnery trees utilize the tracer/vortex mechanic, where you get extra damage and armor penetration based on how many tracers/vortexes you have on an enemy. It makes for a more interesting game style since you will likely have to weigh getting extra stacks of tracers vs. using those or doing other things.

Bounty Hunter Rotation Discussion:

It’s unlikely to have a surefire rotation for maximum DPS until after launch, but the general idea will be to get stacks of tracers, then use those for massive damage via the Armor Penetration they give or using Heatseeker Missiles on them.

Important things to note:
Power Shot and Tracer Missile can reset the cooldown on Unload, give it a DPS boost.
Tracer Missiles gives a hefty boost to Rail Shot
Power Shot and Tracer Missile also grant 2% DR / 15s with a max of 5 stacks: 10% DR / 15s stack duration, which means juggling Power Shot and Tracer Missile CDs can yield 100% uptime as heat allows.

So, a possible single-target bounty hunter rotation could be:
1. Unload
2. Tracer Missile (2x debuff, 1x Tracer Lock)
3. Tracer Missile (4x debuff, 2x Tracer Lock)
4. Tracer Missile (5x debuff, 3x Tracer Lock)
5. Heatseeker Missiles
6. Tracer Missile (5x debuff, 4x Tracer Lock)
7. Tracer Missile (5x debuff, 5x Tracer Lock)
8. Rail Shot
9. Unload (if the Barrage bonus proc’d)
11. Repeat the above, basically building up Tracer Locks for Rail Shot. Prioritize Heatseeker when it’s off of cooldown and Rail Shot at 5x Tracer Locks. Use Unload when you are not in need of Tracer Locks, and Tracer Missiles when you need to sustain the Tracer debuff and/or build up stacks of Tracer Locks…or when you need filler in your rotation. Tracer Missile is our spammable ability.
*Note: if you find yourself heat-constrained, add in a Rapid Shots at any point to help manage your heat. Ideally, make sure you use it when you’re in a safe spot of your rotation so that you don’t lose your hard-earned Tracer Locks and Tracer debuffs, because that will result in a massive DPS loss if you didn’t manage your heat well enough that you lost your stacks.
